One of the objects of the commission is to make studies and to obtain and furnish information which will contribute to the logical and reasonable development of local agencies in each county.

What is LAFCO?

The Local Agency Formation Commission (LAFCO) is a State-created agency which exists in every county in California. The Commission is responsible for working closely with citizens, the county, cities and special districts on a variety of issues concerning jurisdictional change. 

Our Mission

The Local Agency Formation Commission is committed to serving the residents of Santa Barbara County and the State of California by discouraging urban sprawl and encouraging the orderly formation and development of local agencies based on local conditions and circumstances.
